Non-EU citizens without permit of stay fall into two possible categories:

You can apply for a STP card (Temporary Stay Card) issued to foreigners for temporary stays.
STP card holders are entitled to receive urgent or essential medical care, medical assitance during pregnancy (Family Planning Clinic), medical care for children (vaccinations and disease prevention), medical assistance in case of drug addiction (SERT), Aids or mental health problems.

STP card is valid for six months and can be renewed. It is only valid in Umbria Region and allows you to register with a General Practitioner or Paediatrician and receive medical care for you and your children.

When you or your children feel sick


You are entitled to medical care, provided that you pay medical fees, under the same conditions as Italian citizens. In  case of indigence, you need to fill out a dedicated form in order to receive medical assistance free of charge. If you are not indigent and do not have a permit of stay, you can receive medical assistance but you are required to pay medical fees.

Non-EU citizens with a permit of stay which does not allow to register to the NHS (e.g. tourist visa, health permit of stay) can receive medical care, but are required to pay medical fees.
